Update on the Execution of the Governor's Accelerated Capital Improvement Program Plan:
Received an update from the State Comptroller and Director on Finance on the status of the execution of the Governor's plan, that was announced on December 15, 2008, to accelerate public infrastructure construction as part of an effort to stimulate the economy and create jobs. This original plan included approximately 1,500 capital improvement projects totaling $1.8 billion.
This update included by Department and by Project:
o Project Title;
o Appropriation - initial plan and current;
o Expenditures to Date - initial plan and current;
o Percent for project completed for each phase of the project - initial plan and current; and,
o Estimated completion date for construction - initial plan and current.
As this update was for those projects that were included in the Governor's original plan no projects that have been subsequently added to the list of projects being tracked by the Governor should be included in this report. Any additional projects that have subsequently been added to the Governor's plan may be reported in a separate list and has been discussed as time permits.
Update on State's Receipt and Use of Federal Americans Recovery and Reinvestment Act funds:
Received an update from the State's ARRA coordinator and the Director of Budget and Finance on the State's receipt and use of Federal Americans Recovery and Reinvestment Act (ARRA) funds, and efforts to ensure that Hawaii maximizes the total
amount of ARRA funds awarded to the extent practical.
The update included discussion on:
o An overview of ARRA funding, including coverage on what party or parties are responsible to determine the distribution and use of ARRA funds and the State's reporting requirements;
o The use of ARRA funds for positions;
o ARRA funded programs and positions the Administration intends to maintain after the ARRA funds are exhausted;
o Plans to manage the funding cliff or drop off once the ARRA funds are exhausted; and
o Efforts to maximize the State's receipt of ARRA funds.

Permanently retains the adequate reserve fund at one times the product of the benefit cost rate multiplied by the total remuneration paid. On November 23, 1998, Hawaii, along with 46 other states, entered into a global settlement with tobacco companies concerning the costs of tobacco-related injuries suffered by its MEDICAID recipients. In 1999, Hawaii established the Hawaii Tobacco Settlement Special Fund to receive proceeds from the settlement and a public-private partnership to:
1. Reduce tobacco consumption in Hawaii;
2. Control and prevent chronic diseases where tobacco is a risk factor;
3. Promote healthy lifestyles through better nutrition and improved physical activity; and
4. Promote children's health.
Ten years have passed, and this informational briefing will present:
A brief history of the Hawaii tobacco settlement.
A review of the programs and initiatives funded by the settlement.
Future direction for the next decade.

SB 2275 RELATING TO ARCHITECTURAL PAINT.
Establishes a pilot program to require producers of architectural paint sold in this State to establish or join a stewardship organization to implement an architectural paint stewardship program that provides for the collection, transportation, and processing of post-consumer architectural paint. Provides for oversight by the office of environmental quality control. Establishes the product stewardship fund to offset administrative costs. ENE, WAM
SB 2356 RELATING TO LEAF BLOWERS.
Prohibits the use of gas power leaf blowers; prohibits the use of leaf blowers on or near residential zones, except within allowed time periods; prohibits leaf blowing operations from blowing debris onto adjacent property without permission. ENE, JGO
SB 2361 RELATING TO WASTE STREAM REDUCTION.
Requires telephone directories to be distributed only to persons who have signed a written authorization to receive the directory. ENE, CPN/JGO
SB 2360 RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM.
Amends the definition of "deposit beverage" to include wine and hard spirits. ENE, WAM
SB 2420 RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM.
Removes the exemption for dietary supplements from the deposit beverage container program. ENE, WAM
SB 2559 RELATING TO ENVIRONMENTAL PROTECTION.
Requires retailers in the State to distribute only recyclable, reusable, or biodegradable checkout bags. ENE, JGO
